To be fair to the crazy man with the paddle, often times that instrument has been used for that very purpose. School officials would use the paddle to discipline unruly students. I can only assume that this is what is happening in this picture. Although I am not sure that previous users of the paddle looked quite as happy/maniacal as this young man.
