That is indeed how the stein covers originated. Not a bad idea … but not at all effective. Regardless, congrats to humanity for making it through the Black Plague!

I'm pretty sure that the covers were fairly effective at stopping the spread of the plague in their beer. The only problem is that the plague still spread easily through; poor sanitation, poor sewage/waste disposal systems, rat infestations/flees and overall poor living conditions. But the stein worked great!
