What memory (or whose) is this memorial a memorial to? How can I remember the memory of the memorial if I don't know the details behind the memories that this memorial remembers?

I believe it was erected in memorial of those who served and/or died in World War I. I read the things engraved on it, but that was a while ago now and I do not remember exactly.
